Government figures published recently reveal that the average recycling rate for English councils rose to 41.2% between April 2010 and March 2011.
This is the first time that households in England have pushed through the 40% barrier, but whilst any increase is good, the figures also reveal that the speed at which recycling rates are going up has continued to slow.
